MEETING DATE: November 15, 2011

Present: EAC Members:  Steve Kunz, Earl Cram, Doug White, Jerry O’Dell.    
Also present:  Mary Bird, Township Manager, Kevin Handforth, newly elected Township Supervisor, John Sartor, Township Engineer, and Mary Lou Lowrie from Gilmore & Associates.   
              
Meeting called to order at 7:35 pm.

EAC Meeting Summary:  The meeting summary of the previous October meeting was read and approved.

Announcements:  No announcements.

Developments:

Nolen Property:  No activity reported.

Aqua PA:  No activity reported.

Thompson Tract:  No activity reported.        

New BusinessNo new business activity reported.

On-Going Business:

Environmental Overlay:  Mr. John Sartor and Ms. Mary Lou Lowrie were in attendance to discuss the Natural Resources Conservation Overlay District (NRCO).  The EAC and Gilmore & Associates have been exchanging comments via email over the past year on various issues contained in the NRCO.  Before the discussion began, Mr. Kunz updated Mr. Handforth on the history, purpose and content of the NRCO.  Some of the main points of discussion concerned the total areas to be included in Riparian Buffers and Wetlands, the time period required to track the number of trees removed from a site to meet the definition of clearcutting, the proposed Specimen Tree Removal Permit, and various definitions contained in the NRCO that might be in conflict with the existing Township Ordinances.

Pennypacker Run Flooding:  Mr. O’Dell reported that on November 4th he joined Jim Morrisson, John Sartor and Lorri Sarosy on a walking survey of the stream to evaluate the condition of the stream flow and the stormwater system.  Because Mr. Morrisson would be unable to attend the EAC meeting tonight, he requested that the EAC postpone discussion on the site walk until the December EAC meeting; everyone agreed to do so.

Trails:  Mr. Cram reported that he will be forwarding a copy of the Township Trail Inventory/Map to Chester County to be placed on the Chester County Trail Map.
                             
Grants: Mr. Cram reported that he will not be able to complete the Grant Application for Pickering Preserve by the November 16th deadline.  

Valley Park:  No activity reported.

Pickering Preserve:   No activity reported.

Other EAC Business:  No other EAC business activity reported.

There being no further business, the meeting was adjourned at 10:00 pm.
